Julio came to Rockford College and joined a men's soccer program that was nationally recognized and dominating the NIIC. The Regents had won five consecutive NIIC Championships and played in the NAIA postseason tournament in four of the previous six years. In 1983-84, Rockford changed affiliations to NCAA Division III making it more difficult to earn a berth in postseason play.

During Julio's four seasons in a Regents uniform, Rockford won 67% of its games, four NIIC Championships and made two appearances in the NCAA Great Lakes Regional Tournament. From his forward position, Julio scored early and often. He led the Regents in scoring in three of his four seasons and finished his career fourth on Rockford's all-time scoring list.

Julio impressed opponents and coaches throughout his career. He was selected All-NIIC in each of his four years and named to the All-Midwest Team during his junior and senior seasons. His career was highlighted in his senior year when he led the Regents back to the NCAA Regional Tournament and was also named a First Team All-American by the American Soccer Coaches Association.
